PROBLEM TO BE SOLVED: To solve the problems in which: entrance fees and tuition fees for domestic private junior and senior high schools are expensive and impose a burden on parents of new students; large yearly payments for six years of education in the junior and senior high schools disallow the new students to freely choose schools at will; and the schools themselves are also obliged to get into financial trouble, because the declining birth rates reduces the number of new students and the economic slump makes the payments difficult.;SOLUTION: In determining new students, a special examination quota is set by giving candidates a simplified examination such as an intelligence test or composition and taking into account their parents' social status, annual income and academic backgrounds regardless of scores in a general scholastic ability test, so that fees therefor are used as operating costs of private junior and senior high schools and are about one trillion yen per year thereby allowing reduction in the entrance and tuition fees to be paid by general students.;SELECTED DRAWING: None;COPYRIGHT: (C)2019,JPO&INPIT
