To provide an exfoliation preventing structure and a construction method in which adhesive property between a water absorption adjustment layer or a water resistant layer and an elastic adhesive layer is increased and in which exfoliation of an interior and exterior member hardly occurs, in a substrate material treatment process.SOLUTION: An exfoliation preventing structure comprises: a concrete 11 including an uneven portion and a flat portion on a surface; a water absorption adjustment layer 15 formed in a region including the uneven portion of the concrete 11 and constituted of a water dispersion containing an acrylic resin-based emulsion; a substrate adjustment layer 16 configured to be in contact with the water absorption adjustment layer 15 provided in the uneven portion and not to be in contact with the flat portion not provided with the water absorption adjustment layer 15; an elastic adhesive layer 13 configured to be in contact with at least the concrete 11 and the uneven portion provided with the substrate adjustment layer 16; and an interior ans exterior member 14 being in contact with at least a part of a surface facing a contacting face to the concrete 11, the water absorption adjustment layer 15 or the substrate adjustment layer 16 in the elastic adhesive layer 13.SELECTED DRAWING: Figure 1
