A seal construction management method to tighten by setting a plurality of tightening locations on a flange that sandwiches a gasket (12) and providing a bolt (6) and a nut (8) in tightening each location, wherein the torque to apply to the bolt or the nut depending on the number of circuits around the tightening locations or on the tightening location is calculated or selected, the torque is set in a tightening tool (14), and the output torque of the tightening tool is stepwise or continuously changed in accordance with the number of circuits or the tightening location. In this manner, the axial force of each bolt can reach the target axial force.
