With this invention, ventilation may be carried out of the air inside a space portion wherein a light-emitting body and a photovoltaic power generation panel or a secondary battery are installed. The invention comprises a coupling member (3) fitted onto a post (2), a base body (4) fitted onto the coupling member, a top cover (5) forming with the base body a space portion S therebetween, and, installed in the space portion, a photovoltaic power generation panel (6), a secondary battery (7) for storing the power, a light-emitting body (8) emitting light via the power from the secondary battery, and control means (9) for controlling the power. The top cover is stacked above the photovoltaic power generation panel, while the top cover and the photovoltaic power generation panel are maintained as a single body by a circular support ring (10) at a peripheral edge portion thereof. The support ring is coupled to the base body by forming a gap via a spacer (11), thereby forming in the base body an aeration portion whereby the interior and the exterior thereof communicate.
