A card issuing and replacement apparatus for a self-service banking system, method for same, and self-service banking terminal. The apparatus comprises: a card reader (1) used to read and store account information of a first card, write the account information of the first card into a second card, and then eject the second card; a card issuing device (2) dispensing a stored second card; a temporary card storage device (3) for temporarily storing the first card; a card recycling device (4) for recycling the first card and/or the second card; and a card transporting device (5) capable of switching sequentially between the following operation modes including a first operation mode in which the first card is taken from the card reader (1) and transported to the temporary card storage device (3), a second operation mode in which the second card is taken from the card issuing device (3) and transported to the card reader (1), and a third operation mode in which the first card is taken from the temporary card storage device (3) and transported to the card recycling device (4).
