Method and apparatus for managing inter-satellite transfers are provided to allow a user terminal to reduce the frequency of transfers while maintaining sufficiently high system capacity in a geographically unsynchronized satellite communication system. The method and apparatus for managing inter-satellite transfers may be implemented in an access circuit, infrastructure connected to an access circuit, a user terminal, or a satellite.
