PROBLEM TO BE SOLVED: To provide: an ion-exchange membrane for water electrolysis having a high gas barrier and a low membrane resistance; and a method for continuously manufacturing a thick ion-exchange membrane having high gas barrier property, capable of manufacturing an ion-exchange membrane which can suppress increase in the membrane resistance and does not peel even when water content is high such as in water phase.SOLUTION: The ion-exchange membrane includes a porous base film laminate made of a plurality of porous base films having a void ratio of 30 to 50%, and an average pore diameter of 0.01 μm to less than 0.1 μm, of which the voids are filled with an ion-exchange resin. A total thickness of the porous base films is 50 to 200 μm and a difference in the void ratio between neighboring porous base films is 10% or less.SELECTED DRAWING: None
