The present invention relates to a technique related to computational fluid dynamics (CFD), geostatistics, and inverse simulation. More particularly, the present invention relates to a method and an apparatus for forming an optimum measurer for inverse simulation in which topographical characteristics are reflected in a short period of time through dispersing agent inverse simulation using a genetic algorithm. The method comprises the steps of: generating virtual data; extracting virtual detection region information; extracting virtual prediction region information; and evaluating suitability.
