The present invention provides a chromium-free coating composition for forming a coating layer with excellent corrosion resistance, scratch resistance, and contamination resistance, a manufacturing method of a chromium-free coating steel sheet using the same, and a chromium-free coating steel sheet manufactured by the same. The chromium-free coating composition including an aqueous dispersion solution of silica aerogel particles comprises 0.0001-5 parts by weight of a surfactant selected from a group consisting of a cationic surfactant, an anionic surfactant, and a non-ionic surfactant and 200-50000 parts by weight of a pH adjusting agent based on 100 parts by weight of hydrophobic silica aerogel particles. If the cationic surfactant is mixed, the pH adjusting agent is added to allow the chromium-free coating composition to have a pH of 8-11. If the anionic surfactant is mixed, the pH adjusting agent is added to allow the chromium-free coating composition to have a pH of 2-6. If the non-ionic surfactant is mixed, the pH adjusting agent is added to allow the chromium-free coating composition to have a pH of 2-11. The manufacturing method of a chromium-free coating steel sheet comprises: a step of applying a chromium-free coating composition to a steel sheet; and a step of hardening to form a coating layer.
