PROBLEM TO BE SOLVED: To provide a quantum dot sensitized solar cell manufacturing method and a quantum dot sensitized solar cell, which can achieve broadband of an absorption wavelength band.SOLUTION: A manufacturing method of a quantum dot sensitized solar cell including a photoelectrode having an oxide semiconductor layer 21 formed on a substrate 11 having a conductive layer, and selenium-containing quantum dots 22 formed on the oxide semiconductor layer 21, comprises: a process of creating the quantum dots 22 in a mixed liquid containing selenourea and other elements which compose the quantum dots 22; a process of making a dispersed liquid in which the quantum dots 22 are dispersed; and a process of contacting the substrate 11 on which the oxide semiconductor layer 21 is formed with the dispersed liquid.
