PROBLEM TO BE SOLVED: To provide a learning promotion system capable of preventing a load of processing of producing information, which is transmitted to an address associated with a learner whose learning is insufficient and which prompts the learner to perform learning, from getting excessive, a learning assist method and program, and an information storage medium.SOLUTION: A learning situation data acquisition unit 40 acquires learning situation data which represents a learning situation of a learner attained during each learning period. If a decision is made based on the learning situation data for an immediately preceding learning period that the learning of the learner performed during the immediately preceding learning period is insufficient, a learning promotion information transmission unit 46 transmits either personal information, which has contents associated with the learner, or common information, which has common contents irrespective of a learner, to an address associated with the learner according to the learning situation of the learner attained during a learning period preceding the immediately preceding learning period.
