PROBLEM TO BE SOLVED: To achieve both redundancy configuration of a server that is not influenced by a single fault and efficiency of capital investment for a cloud service at the same time.SOLUTION: A computer resource management system 10 includes data centers 11-13 having resource pools 11a-13a in which a plurality of servers are grouped for each fault that stops services using the servers to user terminals. In addition a resource management device 15 for paying out resources of empty servers to user terminals 19 from the dispersedly existing data centers 11-13 so that the fault may not reach other data centers is provided. The resource management device 15 selects as a server pay-out group a group with more empty servers than an average number of empty servers in a plurality of groups contained in a group corresponding to a group ID designated by the user terminal 19 at the time of request for payout, from a resource pool (for example, 11a) that contains the group.
