The present invention relates to a mortar composition for repairing and reinforcing a road gutter and a small-damaged part of a road, and a repairing and reinforcing method of using the same. More specifically, in the case of repairing and reinforcing deteriorated road gutter concrete and a small-damaged part of the road, improvement on durability and adhesive strength makes repairing and reinforcing effect sustained for a long time and enables repairing and reinforcing work to be stably completed in a short time, so that cost-efficiency is excellent. Usability is also excellent because immediate use in a working field is feasible. In addition, resistance against freezing-thawing damage and salt damage on the road gutter is excellent. The method includes the steps of chipping and trimming a cross section of a target, coating the trimmed cross section with primer within a range of 100-300 g/m^2, and coating and curing the coated resultant with the mortar composition.
