The present invention relates to a mortar composition for repairing and reinforcing concrete of a road gutter and small damaged part of a road, and to a method for repairing and reinforcing concrete of a road gutter and a small damaged part of a road by using the mortar composition. More specifically, when deteriorated concrete of a road gutter or a small damaged part of a road is repaired and reinforced with the mortar composition, durability and bonding strength are improved, thereby maintaining effects of repairing and reinforcing for a long period of time, and at the same time, stably completing a repairing and reinforcing construction in a short period of time. Accordingly, the mortar composition is economically feasible, and can be used on the spot, thereby having excellent user convenience and resistance against freezing, melting, and chloride-induced corrosion of a road gutter.
