An on-load tap changer according to embodiments of the present invention, as an on-load tap changer for a transformer which includes a first wire and a second wire and comprises a plurality of taps on one of the first wire and the second wire, may include a voltage measurement value inputting part which receives a plurality of voltage measurement values measured at different points of a power distribution system, and a tap number determining part which determines a tap number to allow the low voltage of the second wire to be in a tolerance band, according to one voltage value calculated based on at least one voltage measurement value among the inputted voltage measurement values. So, the on-load tap change method of a multiple-point measurement type, the on-load tap changer and the transformer using same can be provided.
