The present invention relates to a procedure and a method for managing small cells included in a macro cell with a group unit to effectively perform handover between small cells in a mobile communications system. According to an embodiment of the present invention, the present invention comprises: a method for effectively grouping a small cell; a method for a terminal to obtain group information; a method for a terminal to perform handover to a particular group; a method for limiting to perform handover to a particular group to stop frequent handover by a terminal; and a method to perform quick handover through group handover. Accordingly, a method for effectively and accurately performing handover on a mobile cell can be provided.
