The present invention relates to an educational learning tool for creativity development. A learning content is printed onto a surface of an educational learning plate while a blocking cover layer, which can be scratched and removed, is coated onto the printed learning content to block the printed learning content. The blocking cover layer is scratched and removed after maintaining the learning content in an initial hidden state to display the learning content to the outside. The tool and keep a learning student interested about the learning content in the process of scratching and removing the blocking cover layer and have fun while satisfying the curiosity while directly scratching the blocking cover layer. The tool can also induce the student to think creatively and keep the student interested in a class to develop the creativity. A separate number display unit is formed on a content display unit hidden and blocked by the blocking cover layer to be exposed to the outside in order to guide a scratching operation sequence according to the sequence of the numbers displayed thereon. Accordingly, the present invention enables a step-by-step learning process and keeps the process interesting.
