Provided is a system for predicting the number of people, capable of predicting the number of people that are in a prescribed location. A tree structure model generation means 72 uses learning models as leaf nodes, uses learning data, and generates a tree structure model, said learning models being models for predicting the number of people in a prescribed location from prediction data and said tree structure model having a binary tree and having conditions related to the prediction data stipulated for nodes other than the leaf nodes. When prediction data has been entered, a learning model selection means 73 selects one learning model from among learning models indicated by individual leaf nodes in the tree structure model, in accordance with said prediction data. A prediction value calculation means 74 calculates a prediction value for the number of people in the prescribed location, by applying the prediction data to the selected learning model.
