An optical cross-connect scheduling device, a method and an optical-electrical hybrid cross system are disclosed in the present invention. The method comprises: obtaining a communication connect signal, querying whether the signal expecting for establishing an connect scheduling relationship in the communication connect signal is an OCH signal or an OMS signal; if it is the OCH signal, switching a connect on-off to a first connect status so as to establish the connect scheduling relationship between an OCH channel port expecting for establishing the connect scheduling relationship at a first side channel end and an OCH channel port expecting for establishing the connect scheduling relationship at a second side channel end; and if it is the OMS signal, switching the connect on-off to a second connect status so as to establish the connect scheduling relationship between an OMS channel port expecting for establishing the connect scheduling relationship at the first side channel end and an OMS channel port expecting for establishing the connect scheduling relationship at the second side channel end. The present invention overcomes the relevant problem of limited electrical cross capacity and non-flexible optical cross, and realizes flexible scheduling for fine granularity electrical-layer cross and high traffic granularity optical-layer cross.
