Waste heat produced by increased CO2 and economic societal activity is released into the atmosphere and the ocean, causing a worldwide crisis as global warming. Heat islands, sultry nights, torrential rains, and other adverse effects are increasing in urban areas. International CO2 regulations are also increasing. There is a demand for technology that will prevent heat islands and rising temperatures in urban areas. The present invention provides a heat pipe through which refrigerant moves in a tornado fashion, the tornado-type heat pipe is placed in a high-rise structure, a heat-receiving unit is installed on the ground level, a heat-releasing unit is installed in an upper-level room, the increased heat at sea level is released into the sky where CO2 levels are low, and cold air is obtained. It is estimated that heat islands and sultry nights could be alleviated, weather could be improved, and disasters could be reduced by installing a large number of such heat pipes in urban areas.
