Provided is a crew member path task creating system and a crew member path task creating method with which it is possible to prevent an explosion in the number of combinations and achieve generalization and speedup in processing. This system comprises a path dividing means that: finds a division number for dividing a vehicle operation by a predetermined target time; calculates the cost for each path in cases where the vehicle operation is divided at one of candidate division points which have been set in advance; and divides the path at a division point that gives the minimum cost. Also, a continuous assembly number for a divided path is determined, and for each of a plurality of said vehicle operations, it is determined whether the division number is divisible by the continuous assembly number. For a vehicle operation that is not divisible, combination patterns, each including a continuous path that is assembled with the continuous assembly number and a remainder path, are listed, and the vehicle operation is assembled by employing, in combination, the remainder path in each of said patterns and the remainder path in each pattern for another vehicle operation. If the paths assembled with the continuous assembly number are within a scheduled permissible time range, the cost for each path is calculated, and the assembled path with the lowest cost is employed as the crew member's task.
