The present invention relates to a system for photographing and monitoring an emergency scene based on GPS location information using IP CCTVs and a method using the same, which are capable of acquiring image data on an emergency scene and monitoring and storing the acquired image data through a remote server by operating IP CCTV cameras, which are adjacent to a region where an emergency situation occurs, at angles for photographing the emergency scene only with a specific application executed in a mobile smart terminal, such as a smartphone, a tablet PC, etc. The system includes a mobile smart terminal, a network management server, a CCTV monitoring server, and IP CCTV cameras. The mobile smart terminal is carried by a user, and enables the user to report an emergency situation through the application when the user witnesses the emergency situation. The network management server acquires GIS-based location data using a network automatic reset device based on GPS information provided by the mobile smart terminal. The CCTV monitoring server detects IP CCTV cameras adjacent to the scene of an emergency based on the GIS-based location data acquired by the network management server. The IP CCTV cameras are operated at angles for photographing the emergency situation under the remote control of the CCTV monitoring server to acquire image data on the scene of the emergency.
