PROBLEM TO BE SOLVED: To reduce the burden of modeling an introduction environment for a working robot.;SOLUTION: The system 100 for constructing an operating environment model is configured to: generate geometry information indicating geometrical characteristics of an object to be operated by applying a geometric primitive to a three-dimensional image obtained by measuring the object to be operated; obtain position information indicating a space position of the object to be operated that is the generation target of the geometry information; and memorize operation information in association with the generated geometry information and the obtained position information, the operation information indicating operation contents that are to be performed by a working robot to the object to be operated.
