PROBLEM TO BE SOLVED: To assess a risk of continuation of communication services and an amount of countermeasures for each route in an earthquake disaster scenario.;SOLUTION: A priority order determination apparatus for earthquake disaster countermeasures associates respective pipelines and cables constituting transmission lines with routes necessary for the continuation of communication services, and assesses an expectation value obtained by calculating disaster-stricken levels of the cables in an occurrence of earthquake disaster for each route, as an index representing a degree of risk of the continuation of the communication services to the route. Further in an earthquake disaster scenario, a total of the number of pipelines in need of countermeasures is introduced as the amount of countermeasures. The risk of the continuation of the communication services and the amount of countermeasures are assessed for each route so as to rank the priority order of the routes to be measured.;COPYRIGHT: (C)2014,JPO&INPIT
