PROBLEM TO BE SOLVED: To provide a traffic light increase/decrease detection system, a traffic light increase/decrease detection method and a computer program in which an actual guided branch point is prevented from becoming different from a branch point specified by guide.;SOLUTION: When a vehicle 3 is deviated from a guided route set to a navigation system 2 and rerouting occurs, information relating to a vehicle situation in the case where rerouting is performed, is transmitted to a probe center 4 as probe information. If it is determined that the vehicle is deviated from the guided route by entering a road connected along the road from the guided branch point, on the other hand, the probe center 4 which receives the probe information, detects that a traffic light has been removed (S33) on the basis of the received probe information.
