The present invention relates to a dynamic resource allocation mechanism based simulation apparatus for measuring the level of creativity for team creativity management. The present invention includes a resource acquisition unit for acquiring human resource data including at least personal information for human resource of a team for performing a task. Also, the present invention includes a resource distribution unit for dynamically allocating the human resource data to either or both a long-term outcome creation activity area or/and short-term outcome creation activity area according to a predetermined resource input reference and dynamically controlling the allocation proportion of the human resource data. In addition, the present invention includes a knowledge level acquisition unit for acquiring data on long-term knowledge creation level by the long-term outcome creation activity and data on short-term knowledge creation level by the short-term outcome creation activity in which the human resource data is allocated. Moreover, the present invention includes a team creativity level measuring unit for producing data on team creativity level at a current moment based on previous data on team creativity level and the amount of knowledge level increase at a current moment after deducting old knowledge level from the sum of the acquired data on long-term knowledge creation level and short-term knowledge creation level.
