The present invention relates to a manufacturing method of soil conditioner using food waste leachate as liquid separated from food waste, and a microbial agent manufactured by the same. The manufacturing method of soil conditioner using food waste leachate as liquid separated from food waste comprises: a step of screening solid impurities contained in the food waste; a step of fermenting the liquid food-waste leachate using aerobic organisms to remove organic materials after fermenting the liquid food-waste leachate using anaerobic organisms to activate and cultivate Bacillus Subtilis as a microbial agent; a step of adjusting a flow volume to produce the soil conditioner having a Bacillus Subtilis density of 106 cfu/ml or more by mixing the anaerobically fermented solution and the aerobically fermented solution, fermented in the earlier step and then maintaining the temperature at 50-60C and pH 5-6; and a step of sedimentation-separation to separate the soil conditioner contained the fermented solution, processed by the step of adjusting a flow volume, by sedimentation.
