A frequency optimization method based on a simulated annealing algorithm, including: performing one multi-thread optimization based on the current state solution at the current annealing temperature, one multi-thread optimization including: each thread in more than two threads selecting a cell group respectively, and performing one frequency optimization based on the simulated annealing algorithm on the selected cell group; and judging whether or not to accept the new state solution obtained from this recent multi-thread optimization according to a constraint condition among the threads. A corresponding device is also provided.As compared to the current frequency optimization method, the technical solution of the present invention can effectively improve the frequency optimization efficiency.
