PROBLEM TO BE SOLVED: To easily predict an S-wave arrival time at high accuracy.;SOLUTION: (A) Once an earthquake occurs, an emergency earthquake warning apparatus receives from the Meteorological Agency or the Japan Meteorological Business Support Center, based on a P-wave observed near a seismic center, earthquake occurrence position information identifying the seismic center and emergency earthquake warning data 101 associating an earthquake ID with an earthquake occurrence time. (B) A user's terminal, a delivery destination, identifies a seismic center block corresponding to the earthquake occurrence position information contained in the emergency earthquake warning data 101 out of block aggregate data three-dimensionally modeled per block from a subsurface structure of the ground called a block DB 102.
