PROBLEM TO BE SOLVED: To provide a local traffic volume prediction technology capable of performing quasi-optimal traffic volume prediction with higher accuracy by easily converging traffic volume even in a complicated road network when using an evolutionary algorithm to predict the local traffic volume of the road network.;SOLUTION: A local traffic volume prediction program represented by a directed graph comprising a determination node for determining the value of the past traffic volume of each road link and branching a transition destination, a processing node for outputting the value of future traffic volume of the each road link, and a start node with genes, and a GNP (Genetic Network Programming) generates a quasi-optimal GNP individual with the local traffic volume prediction program as a GNP individual.
