PPROBLEM TO BE SOLVED: To determine an evaluation index for properly evaluating an organizational action plan. PSOLUTION: A simulation execution part 22 changes execution order of a partial task and/or an organization member assigned to at least one task in training simulation, to change a scenario, and repeatedly executes training simulation under a plurality of scenarios. A second storage part 23 stores the time to complete the organizational action plan under each scenario. An analysis part 24 determines a proper evaluation time range for evaluating the organizational action plan as a time evaluation index, based on the plurality of plan completion times stored in the second storage part 23.
