PPROBLEM TO BE SOLVED: To provide a technique for generating an efficient circuit description, from an operation description including noninteger type data. PSOLUTION: This operation description converter analyzes the operation description, prepares a syntax tree as a result of the analysis, converts a noninteger type syntax tree into an integer type syntax tree of which all the numeric value data are integer type data, when the syntax tree is the noninteger type syntax tree including the noninteger type data in the numeric value, stores, as auxiliary information, information indicating a portion for conducting processing in accompaniment to the numeric value data that is the noninteger type before converted, out of the integer type syntax tree, and converts the integer type syntax tree into the circuit description, so that a plurality of circuits generated from respective portions of the integer type syntax tree shares the same circuit, using the circuit corresponding to the portion indicated in the auxiliary information, as a candidate of the circuit of sharing the same circuit.
