PROBLEM TO BE SOLVED: To control use limit of a portable communication terminal appropriately and reliably, by setting an area where a portable communication terminal such as a portable telephone terminal can be used and an area where the use is prohibited appropriately.;SOLUTION: A transmitter 1(1) transmitting a signal LT including a set content meaning to perform communication restriction by short-range wireless communication is disposed in a communication restriction area AR1, and a transmitter 1(2) transmitting a signal PT including a set content meaning not to perform communication restriction by short-range wireless communication is disposed in a communication permission area AR2. A portable communication terminal 2 analyzes the content of a received signal, and when the results of analysis indicate that the received signal is the signal LT, the portable communication terminal 2 restricts communication via a communication means. When the results of analysis indicate that the received signal is the signal PT, and communication via a communication means is restricted, the portable communication terminal 2 releases restriction.;COPYRIGHT: (C)2013,JPO&INPIT
