1. A method for a base station in a wireless network to facilitate the implementation of functions of the automatic establishment of relations with neighboring devices (ANR), comprising:! using a processor to execute instructions on a computer stored on a computer-readable storage medium to perform the following actions:! receiving neighbor cell determination data from the access terminal, wherein neighbor cell determination data identifies neighboring cells defined by the access terminal; ! receiving control data of neighboring cells from an operation and maintenance system (OAM), wherein control data of neighboring cells includes data that facilitate the execution of at least one ANR function; and! automation of updating the list of neighboring devices, and the list of neighboring devices is updated depending on the control data of neighboring cells and the definition data of neighboring cells. ! 2. The method according to claim 1, in which the action of receiving control data of neighboring cells includes receiving a command for updating an aspect of a handover relationship of a list of neighboring devices. ! 3. The method according to claim 1, in which the action of receiving control data of neighboring cells includes receiving a command to update the relationship aspect X2 of the list of neighboring devices. ! 4. The method according to claim 1, in which the action of receiving control data of neighboring cells includes receiving at least one of a handover blacklist or a handover white list, the automation action includes updating an aspect of a handover relationship of a neighbor list
