The device has a through-hull (1) fixed on a boat's hull (8) by a clamping nut (2) and comprising an O-ring (3) placed on a propeller shaft (7). An air compressor (9) transmits compressed air to inner side of a right handed threaded part of the through-hull via an inlet (5) directed towards pressurized air buffer for forming an air seal (6). The compressor has a by-pass (10) that regulates constant pressure in an air conduit, and a return part (4) returns the air to the compressor in case of high pressure. The through-hull is made of polycarbonate, polymerized PVC or stainless steel. The through-hull and the nut are coated with marine construction adhesive.
