PURPOSE: A dual pipe for protecting a temperature boundary layer of a thermal storage tank and preventing heat loss for district heating is provided to prevent a temperature boundary layer from getting thickened by preventing the movement of a turbulent flow. CONSTITUTION: A dual pipe for protecting a temperature boundary layer of a thermal storage tank and preventing heat loss for district heating comprises an inner horizontal pipe(10), an inner different pipe(20), an inner vertical pipe(30), an outer horizontal pipe(40), an outer different pipe(50), an outer vertical pipe, and a vertical sliding pipe. The inner horizontal pipe is horizontally installed by passing through a shell plate which is the side wall of a thermal storage tank. The inner different pipe is connected to the end of the inner horizontal pipe. The inner vertical pipe is vertically installed in the inner different pipe. The outer horizontal pipe is separated from the inner horizontal pipe to form an air layer.
