The bundle of the nanocarbon is cut into sizes of 0.1-5um. The cut nanocarbon is mixed with a dispersing agent and a solvent to disperse the nanocarbon. The cutting process for the nanocarbon is implemented in a wet type or a dry type. A method for evaluating the nanocarbon includes the following: The nanocarbon dispersing solution is mixed with water-soluble urethane. The mixture is applied on a film using a bar-coater.
