PPROBLEM TO BE SOLVED: To simulate a future terrain change in a target area including a slope and a river. PSOLUTION: In the terrain change simulation, the target area is divided into meshes that are basic units. The simulation includes determining a waterfall direction, determining the kind of terrain such as a slope area or a river area, calculating erosion amount, and calculating accumulation amount for each mesh, to estimate a global change of the terrain having a certain degree of expanse. In the step of calculating the accumulation amount, the amount of produced earth/sand of each mesh calculated in the erosion amount calculation step is distributed to a range (an accumulation range) where earth/sand moves in a unit time, according to each terrain kind in the accumulation amount calculation step, and a total amount thereof is calculated as an accumulation amount of each mesh. At that time, when the terrain kind of the mesh to be simulated corresponds to the river area, the accumulation range is calculated as a function based on a flow rate and distribution characteristics of a particle diameter of the produced earth/sand.
