PSOLUTION: A busy person detection method includes: a feature point detection step S10 for detecting a feature point of the face of a person including a pair of eyes from an image composed of the two-dimensional array of pixels expressed by pixel values for a plurality of colors; an inspected region determination step S20 for determining an inspected region G composed of pixels belonging to the color of the skin of the person in the image; a main axis calculation step S30 for calculating a direction in which a main axis in which the total sum of distances from the respective pixels belonging to the inspected region is minimum is defined as a reference line on the image; a face angle calculation step S40 for calculating an angle where a face vertical line which is vertical to a line passing through each of a pair of eyes is defined as the reference line of the image; and a busy person determination step S60 for determining whether or not the image of the person talking on phone is included in the image based on a difference between the angle of the main axis and the angle of the face vertical line.
