On the basis of the current position of a mover, as acquired by a current position acquiring unit (101), it is decided by a free-interval deciding unit (102) whether or not the mover is positioned in a free section of an expressway containing toll sections and free sections. In case it is decided that the mover is positioned in the free section of the expressway, a starting position acquiring unit (103) acquires the starting position of the toll section of the expressway. Next, it is decided by a branch deciding unit (104) whether or not a branching point to another free road is on the near side of the starting position of the toll section. In case it is decided that the branching point exists, the decision is notified by a notification unit (108).
