PROBLEM TO BE SOLVED: To obtain a phosphate group-containing polymer formable of cast films and having high proton conductivity even in anhydrous state, to obtain a polymer solid electrolyte using the polymer and to provide a method for producing a phosphate group-containing polymer maintaining solubility in a specified solvent and formable of cast films. SOLUTION: This phosphate group-containing polymer formable of cast films is obtained by dissolving an epoxy resin in an organic solvent wherein the polymer is represented by the general formula (1) [wherein R1 and R3 are each a (substituted) alkylene group; R2 is a halogen atom or a (substituted) alkyl group; n represents polymerization degree; and the general formula (1) may be a copolymer including more than two kinds of constituent units] shown below and has =150 g/eq epoxy equivalent, adding =4 mol water per 1 mol epoxy ring thereinto and then adding =2 mol phosphagen (phosphate group base) per 1 mol epoxy ring.
