PROBLEM TO BE SOLVED: To provide a technology for motivating electricity users to contribute to environment and to enable electrical power supplier to effectively reduce the amount of greenhouse gas emission.;SOLUTION: A greenhouse gas emission right trading device includes: an acquisition part which obtain a request to reduce the amount of greenhouse gas emission output by the plurality of electricity users and stores the reduction request in a storage device; a calculation part which collects the reduction requests stored in the storage device and calculates the total amount of reduction; a price setting part which purchases the right to be traded as the amount of greenhouse gas reduction according to the total amount of reduction and sets a certain price to the purchased right; a billing part which charges the plurality of electricity users based on the price set in the price setting part and the reduction request; and an output part which determines whether the charge according to the billing is has been paid or not, stores the purchased emission amount according to the billing in the storage device when the payment is determined, and outputs the purchased emission amount to the electricity user who has paid the charge.;COPYRIGHT: (C)2011,JPO&INPIT
