PROBLEM TO BE SOLVED: To provide a method for manufacturing thick high-tensile strength steel plate having excellent weldability and low-temperature joint toughness and tensile strength of ≥780 MPa by omitting tempering heat treatment without addition of Ni.;SOLUTION: The steel billet which contains, by mass%, 0.03 to 0.055% C, 3.0 to 3.5% Mn, 0.002 to 0.10% Al, is limited to ≤0.03% Mo, ≤0.09% Si, ≤0.01% V, ≤0.003% Ti, ≤0.0003% B, and is 0.20 to 0.24% in weld crack sensitivity index Pcm value and 1.00 to 2.60 in hardenability index DI value, is heated to 950 to 110°C. After the steel plate is then rolled to make the cumulative draft 70 to 90% in a temperature range of ≥850°C, and thereafter, the rolling to regulate the cumulative draft to 10 to 40% in a temperature range of ≥780°C to ≥830°C is performed at ≥780°C, and in succession, the accelerated cooling is started at a cooling rate 8 to 80°C/sec from ≥700°C, and the accelerated cooling is stopped at room temperature to 350°C.;COPYRIGHT: (C)2010,JPO&INPIT
