There is provided welding structural steel, including, by weight, 0.01 to 0.2% C, 0.1 to 0.5% Si, 1.0 to 3.0% Mn, 0.01 to 0.1% Ti, 0.5 to 3.0% Ni, 0.0003 to 0.01% B, 0.05 to 1.0% Mo, 0.004 to 0.008% N, at most 0.030% P, 0.005 to 0.05% Al, at most 0.030% S, 0.01 to 0.03% O, and the balance of Fe and unavoidable impurities. The Ti, O, N, B, Mn and S satisfy relations of 1.3≤Ti/O≤3.0, 7≤Ti/N≤12,0.8≤N/B1.5, and 11≤(Ti+4B)/N≤16. A fine structure of a welded joint of the steel includes acicular ferrite of 85%, TiO and TiO-(Ti5B)N-MnS composite oxides are dispersed uniformly in the structure at a spacing of 0.5μm or shorter, and have a grain size ranging from 0.01 to 0.1μm. The number of TiO and TiO-(Ti5B)N-MnS composite oxides in the welded joint is 1.0x107/mm3 or more. The welding structural steel ensures high utility and stable use thereof because of its excellent tensile strength, elongation, hardness properties and surface properties.
