PROBLEM TO BE SOLVED: To provide a situation estimating device capable of highly accurately estimating a situation of users.;SOLUTION: A model definition part 13 stores a situation transition model for defining a transition order of the situation of the users depending on life cycle information and location information showing the whereabouts of the user, and also a location-independent-situation-transition model for defining a situation transition order of the user independent of the location information. A location information acquiring part 14 acquires the current location information of a mobile communication terminal 100. A time information acquiring part 15 acquires the time information expressing the present time.
