The present invention relates to a system andmethod ("Bid System") for topologically subdividing anddefining the detail scope of work and for inter-linkingconstruction plans and specifications to constructioncontracts and subcontracts. The Bid System permits full,clear and unambiguous definition of the scope of workunder each subcontract, so as to eliminate errors anduncertainty relating to contract performance. The BidSystem establishes a series of electronic overlays to thedigitized construction plans corresponding to differenttrades or categories of work, in which each overlay maybe divided into a series of optimized topologicalsubdivisions or "boxes" which uniquely identify andlocate on the plans a portion of the work to beperformed. The system includes linkage of the overlaysand boxes to the subcontracts whereby the scope of workto be bid is accurately associated or "mapped" tocorresponding regions and overlay category on thearchitectural drawings or construction plans. Thismapping of overlays to plans constitutes a system ofalmost-orthogonal equations having the property ofprogressively increasing transparency as the typical sizeof the subdivisions is reduced. The system and methodalso permits a bi-directional flow of information fromthe various entities involved in the bid process so as toenhance the clarity and detail of work description ofboth the contracts and the plans and specifications, thuspermitting more efficient and effective monitoring andmanagement of contract performance.Internet-based embodiments of the Bid System ofthe invention are described, including a central-serverremote host Internet embodiment in which the transmittalof data, including plans, overlays, contracts, bids,comments, edits, changes and the like are via theInternet, the Bid System being operated principally on acentral remote host operated by a Bid System ServiceProvider (BSSP). Distributed host Internet embodimentsare also disclosed.
