System and method ( "bidding system") to divide and define topologically detailed scope of work and to interconnect the construction plans and specifications to contracts and subcontracts construction. Said tendering system allows a complete definition, clear and unambiguous to the scope of work for each subcontract, in order to eliminate errors and the uncertainty regarding the performance of contracts. The system establishes a series of electronic overlays on construction plans digitized corresponding to different trades or categories of work, each overlay can be divided into a series of subdivisions or optimized topological spaces that identify and localize uniquely on plans a part of the work involved. The system includes the link overlays boxes and sub-contracts, the scope of work to be tendered is associated precisely with corresponding regions and overlay category on architectural drawings or building plans. This mapping overlays and plans is a system of orthogonal presques equations having the property to gradually increase transparency as the typical size of the subdivisions is reduced. The system and method of the present invention also enable a bidirectional flow of information from the different entities involved in the bidding process to promote clarity and detail of the description of the work for both contracts for plans and specifications, enabling monitoring and more effective management and more direct performance on the contract. The present invention also provides Internet-based embodiments said bidding system, one embodiment of internet realization in remote central processor system and central server that the data transmission, including plans overlays, contracts, tenders, comments, formatted data, and similar changes are made via the Internet, said bidding system running mainly with a remote central processor managed by a call service provider offers. Embodiments distributed based Internet mainframe are also described.
