The device has a neuron network with a set of neuron pools (1-N), which are characterized by activities and networked with one another. The neuron pools have a set of neurons, and input signals (Is,1 - Is, N) can be input into parts of neuron pools. A global background signal is applied to a part of the neuron pools, and can be adjusted to a number of set values. The background signal has an intensity, which is larger than the intensity of the input signals, for a part of the set values and for each set value. An independent claim is also included for a method of dynamic information selection.
