PROBLEM TO BE SOLVED: To enable obtaining an intense impulse wave, by making a light emitting end surface of transparent medium in which a laser light propagates a rough surface finished by a sand paper which has roughness in a specified range. SOLUTION: When an intense laser light propagating in a transparent medium is made to enter an interface with other medium, an intense impulse wave can be generated by making the state of the interface rough. That is, the rough state of the interface means a surface which is obtained by the treatment using a sand paper whose number is 50-3000. By using a propagation member having such a rough surface, an intense impulse wave can be easily obtained without using an intense laser light. The constitution of an initiating equipment part of a blasting cap becomes simple, and a very intense impulse wave can be generated by using only comparatively safe base charge. Since an impulse wave can be made to directly act upon base charge part without intermediate process of thermal conversion, control of the initiating time can be facilitated.
