PPROBLEM TO BE SOLVED: To provide a measuring instrument capable of accurately measuring the distribution of the behavior of a protonic solvent, a measuring method and a program. PSOLUTION: The measuring instrument 1 has: a magnet 113 for applying a static magnetic field to a sample 115; a plurality of small-sized RF coils 114 for applying an exciting vibration magnetic field to the sample 115 to acquire the nuclear magnetic resonance signal produced in the sample 115; an arithmetic part 130 for calculating the behavior of the protonic solvent on the basis of the nuclear magnetic resonance signal acquired by the small-sized RF coils 114; and an RF pulse forming part for sending out an RF pulse to the respective small-sized RF coils 114. The RF pulse forming part has an oscillator 102, a setting part 200 for setting the frequency of the oscillator 102 and a modulator 104 for modulating the signal oscillated by the oscillator 102. The setting part 200 sets the frequency of the oscillator 102 so that the frequency of the oscillator 102 is synchronized with the resonance frequency of nuclear magnetization at the installation position of each of the respective small-sized RF coils 114.
